In an effort to ensure procurement quality through centralized procurement, the Procurement Division was set up on March 28, 2000 upon the approval of the Ministry of Education. Since its inception, the Division has recruited individuals with expertise in procurement to provide services for professional tender planning and relevant management. Having an office fully dedicated to procurement enables the University to maximize efficiency in procurement and its process.
One of the Division’s responsibilities is to plan and prepare for tenders and to see it through in accordance with the procurement laws and regulations which may be revised constantly and over time. Thus, research and development for legal and efficient procurements is one crucial task of this Division. E-procurement and Green-procurement are recent development that makes the Division’s task more diversified.
Furthermore, the Division assists departments and institutes in adopting the XCA IC-card based computerized system. Compiling and inventorying all types of information for procurements is critical for facilitating all institutes and departments on campus as well. The types of information include green products, reports of public tender contracts, regulated purchasing guidelines, etc. Analyzing cases and data management for previous procurements enables the Division to competently conduct training programs for campus procurement personnel. Training the procurement personnel of institutes and departments is one of our responsibilities .
